The Clean Air Act of 1970 was essentially the first major environmental safety and regulatory law in the United States. The law was enforced by the newly created Environmental Protection Agency also created the same year. The Environmental Protection Agency (EPA) was the brainchild of increasing public concern in the 1950s and 1960s regarding the human impact on the environment. Specific incidents such as the 1969 Santa Barbara Oil Spill, the destruction of environmental preserves through the creation of the Federal Highway Interstate System and Rachel Carson’s whistleblowing ecological novel, Silent Spring brought the need for a regulatory agency to oversee environmental issues. For years congress could not come to a discernable solution that would appease both political parties. It was Senator Henry M. Jackson of Washington State that broke the stalemate when he wrote Bill 1075 which evolved into the National Environmental Policy Act of 1969. This was the first of many laws regarding clean air, water and wilderness protection.
